The email transmission is based on RFC821, the Simple Message Transfer Protocol(SMTP). It is convenient, quick and low cost in the information transmission, and has played an important role in Internet. Unfortunately, all of these advantages are used by spammers, so that our mailboxes are filled with junk mail more and more.
Up to now, many kinds of technics have been developed. DNS blacklist and Spam filter are usually used. But the definition of 'spam' is a tricky issue which refers to unsolicited, unwanted, inappropriate bulk email. We can call it as Unsolicited Bulk Mail (UBM), Excessive Multi-Posting (EMP), Unsolicited Commercial email (UCE), spam mail, and bulk email or just junk mail. Factually, except mail sender or receiver, no one including anti spam software, mail server administrator or government can confirm exactly whether a mail is spam or not .
We propose the VSVL(Variable Strange Visiting Limit) technic, which is a email transmission amount limit technic, and uses the credit mechanism to adjust the email transmission quota, can limit the transmission of junk mail while minimize the interfering with normal mail transmission. This technic is a system which needs the participation from the mail transmission and receival.
